Long term debt borrowings amortized over 20-years at estimated planning interest rates of 4.75% - 5.25%. Phased in over 3 years for a 23 year repayment period.

Mill rate based on 2018 Equalized Valuation (TID-OUT) of $4,933,638,235 with the following assumed annual growth: 8.00% in 2019, 5.00% in 2020-2022, 4.00% in 2023-2025, 3.00% in 2026-2028, 2.00% in 2029-2038, and 1.00% thereafter.
